Resolve a local time to an exact UTC instant with explicit DST ambiguity handling, business-day arithmetic, public-holiday status, and working-hour overlap across timezones. Detects ambiguous and nonexistent local times instead of silently shifting them. Declares its IANA tzdb release and per-jurisdiction holiday provenance.
Score
The score is built from observations we collect ourselves: how the endpoint responds, what the envelope contains, how stable the price and the recipient are, who pays and how often. It is deterministic — the same input always produces the same result.
